    "content": "We want to give equal weight to the process of manual transmission which is actually physical delivery of the results. Therefore, in the Committee of the whole House, I will be moving some amendments particularly to Clause 6 so that we provide for that position. In addition, Clause 6 of the Bill seeks to address an issue determined by the High Court of Kenya in the Maina Kiai Case, which I highlighted earlier. This is in regard to the expression of provisional results which led the court to declare the current Section 39(2) and (3) of the Elections Act unconstitutional. So, again, our intention under Clause 6 is to clean up our laws so that what has been declared unconstitutional in Section 39(2) and (3) is removed from our laws so that we move forward."
