    "content": "Allow me to move to Clause 8 of the Bill. It seeks to amend Section 44(a) of the Elections Act by requiring the IEBC to establish a complementary mechanism limited to identification of voters. You realise that Clause 39 of the Bill would have taken care of provision of electronic transmission of results as well as the manual bit, as I have said earlier. In our proposed Clause 44(a) we seek to provide for a complementary system for voter identification because it is equally critical."
