Our neighbours here in Uganda, Namibia and other parts of the African continent have this provision, which is a source of extra revenue for the country because this will allow people with disposable income to pay an extra fee for personalization or customization of their number plates. Apart from the fee prescribed by the Act and currently for registration in Kenya for ordinary motor vehicle would be about Kshs2,000. Instead of paying the Kshs2,000, one who wishes to apply for personalization or customization of the number plates, will pay a fee that will be prescribed by the Registrar of Motor Vehicles who will be empowered under the proposed amendment to make rules and regulations to allow for this. Mr. Temporary Deputy Speaker, Sir, you will find that in a state like North Carolina, there is an extra fee of about US$30 charged for anyone who wishes to personalize their number plates yearly. If we could allow that instead of paying the Kshs2,000 you would have famous athletes like Rudisha, great sportsmen like Mariga, Oliech and others who wish to have number plates in their number names like I saw Mariga with a vehicle that read Mariga 17. That is the number on his jersey. But if he would be allowed to come home to Kenya and have a number plate in his name--- I am sure even if you were to ask him to pay Kshs100,000 instead of the Kshs2000, Mariga would happily do so. Similarly, Rudisha would be very glad to do so. This provision will also allow for distribution. We will make rules to distribute these amounts to go to noble causes. It can go towards promotion of noble causes. You will find those athletes who would like to have stadia developed in this country, would donate generously through these customized plates and the money could go towards upgrading of our stadia. This extra revenue could also go towards beautification of towns and highways. This money could also go towards conservation for recreational and national parks. Mr. Temporary Deputy Speaker, Sir, it is an avenue through which those wishing to donate towards causes and have disposal income and wish to do so, will actually be afforded an opportunity to do so. We also need to look at the possibility of making rules to enhance security features in number plates. This is an area that we want the Government to look at so that they can improve the security features by embracing modern technology. Other countries have embraced modern technology and number plates are made through the latest technology which is better. In our country, we still use our prisoners to manually make the number plates today. In other countries, they have privatized the manufacture of plates and have embraced technology and you cannot have any one making a number plate because of the enhanced security features. These are some of the areas that I invite the Government to look at. In introducing this amendment, we will have specialized number plates and advancement in technology in the creation of the same. Mr. Temporary Deputy Speaker, Sir, apart from advancement in technology, you will find that because of the slow process of making number plates manually, the demand for plates is higher than the supply. On average, you will find that the Department of the Registrar of Motor Vehicles would supply about 6,000 number plates in a month. However, you will find that the demand for number plates is much higher; that is over 10,000. However, because of the process of manufacturing the plates being manual and outdated, it is very slow. The Government should make rules and regulations to embrace technology in order to meet the high demand. With the waiver of duty on motor cycles,"
