    "content": "there is backlog at the Registrar of Motor Vehicles because of the high demand of number plates. Through the proposed changes, we will rectify the situation in order to provide more than the current demand. This will also enhance revenue because the more we supply, the more revenue will be raised. These are some of the areas that I invite the Government to look at. We will also propose that the Registrar of Motor Vehicles is empowered to make rules that will specifically give requirements as to how the customized plates will be made and their colour. In order to promote conservation in other countries, there are special green number plates. Anyone seen with a green number plate would definitely be known to have contributed towards conservation. These are areas that the Government can possibly look into. They can also introduce rules to ensure that we do not have people abusing the privilege of making private plates by use of language or signs that could be offensive. This can be controlled through regulation that the Registrar of Motor Vehicles would be empowered to make through the proposed amendments. Mr. Temporary Deputy Speaker, Sir, I do not wish to take much time except to invite my friend, Mr. Ruteere, to second the proposed Motion. With those few remarks, I beg to move."
