    "content": "The process leading to the development of the protocol and the decision was reached by the EAC Council of Ministers in 2007. The protocol which was developed then related to the immunity of persons employed in service of the Community. These are consultants, experts of the Community and delegates of partner states. The status, privilege and immunity of the Community were negotiated by experts from all the East African partner states. This protocol has gone through many stages and has been negotiated properly by experts from our country in the best interests of this country. Therefore, I stand here to support the ratification of the EAC Protocol on Privileges and Immunities of persons, property and assets."
