    "content": "elections. This is in total contravention of our own Constitution which we swore to uphold. Article 219 of the Constitution is very clear on transfer of equitable share. It says: “A county’s share of revenue raised by the national government shall be transferred to the county without undue delay and without deduction, except when the transfer has been stopped under Article 225”. The word here is “shall”. Mr. Speaker, Sir, the Government is in contravention of this provision of the Constitution. I raised this matter and the Senate Deputy Majority Leader promised that she would endeavour to make a Statement today. However, the Senate Majority Leader comes here casually and tells us: “I will make a follow-up”, not telling us what efforts they have done to give this Statement. Is he in order?"
