That is illegal and wrong. If it is the production cost, then the Government should supplement or put a fixed cost of how much a tonne of sugar-cane should cost. Therefore, before the miller comes to collect sugar-cane, he is already aware how much he owes the farmer. You do not wait to do the milling and then when you have packed and everything is done and you are almost selling, you hear that your cane was not enough and it was not of this quality. That should not be the issue. Come to the shamba, buy the cane as it is and go sell it."
