    "content": "Therefore, this Motion we are debating today is long overdue. It is a Motion which I must congratulate my colleague, Hon. Melly, for having brought up so that we can address ourselves to this issue and help our farmers to correct it once and for all. Once we put this into law and it moves into a Bill, we will be able to address it. In addition to what I have said, this is an issue of commercial concern. It is normal practice that you have to account or consider where you are getting your stock before you pay any other person. What happens with the millers is they pay transporters and suppliers of other goods and forget to pay the farmers. Giving farmers a third priority is what is causing all this suffering. What happens is that millers collude with staff, transporters and other contractors to pay themselves. Once this Motion is passed, it means the managing directors and chief executive officers (CEOs) of those millers will be able to give priority to farmers before proceeding on."
