    "content": "Where are the reductions? The reductions are in Development Expenditure. A sum of Kshs9.5 billion has been reduced from the State Department for Planning and Statistics. There is a further reduction of Kshs6.7 billion meant for the Digital Literacy Programme and, of course, a reduction of Kshs7.5 billion from the Lamu Port-South Sudan-Ethiopia-Transport (LAPSSET) Project.
