    "content": " Mr. Speaker, Sir, nobody likes killing livestock. That is why I said that what has happened has happened. Therefore, this must lead to investigations on what happened, who did it, how do you punish those who did it and how do you compensate those who lost their livestock. That is part one; part two is to ensure that it does not continue to happen even as we look for solutions to this problem. In my own inquiries on this issue, I think one of the challenges is to identify the owners of the livestock. I doubt if this question is just a security issue. It would be better if we had a committee to see if it is comprehensive. But if you want an interim answer as to the circumstances under which this happened, I can get that from the Inspector General of police in two weeks. But then the committee can interrogate the other issues like conflict of livestock owners in detail because this is bigger than just the question of immediate security concerns."
