"content": "At a sitting of the Senate held on 10th October, 2017, Sen. Olekina Ledama requested for a statement regarding the alleged clashes between members of the Maa and the Kipsigis communities in Esoit-Naibor area, Kimintent Ward in Narok County. The hon. Senator particularly sought to be informed:- (1) Whether the Government is aware that the land dispute between the Maasai in Esoit-Naibor and Kipsigis in Kirindoni area in Kimintent Ward in Narok County is growing out of hand, leading to loss of lives and property. (2) The number of persons killed in the last two months as a result of the clashes in the area. (3) Whether the killings of Mr. Ben Kolian, Mr. Nicholas Ng’etich and four other persons whose bodies were found dumped in Esoit Naibor last week were as a result of the land dispute between the two communities living in the area. (4) Whether the disarmament exercise that was carried out was successful and why the officers carrying out the disarmament exercise are allegedly from one community. (5) What the Government is doing to solve the dispute between the two communities and to avert further loss of life and property. I wish to state as follows:- The Government is not aware of any land dispute between the Maa and Kipsigis communities in Esoit-Naibor area in Kimintent Ward. However, the Government is aware that the attacks reported in the area in the recent past are as a result of retaliatory attacks between the two communities due to incidents of stock theft. In addition, it is alleged that the creation of Sosiani Location has escalated the attacks as each community positions itself for the appointment of the Chief. In the last two months the following persons have been killed due to the ensuing conflict:- Danuek Kipkurui Martim, 38 years old; Nicholas Kiprotich Ng’etich, 20 years old; Paul Kipkurui Ruto, 21 years old; Anderson Kiplagat Lagat, 25 years old; Paul Kimutai Rono 28 years old; Titus Kipkurui Mitei, 25 years old; David Kiplagat Bett, 40 years old; Paul Kipkurui Langat, 25 years old; Bernard Kipkorir Sang, 25 years old; Stephen Sigei Cheruiyot, 50 years old; Daudi Barng’etuny, 23 years old; and, Ben Kolian, 40 years old. The Government is not aware that the killing of Ben Kolian, 40 years old, on 23rd September, 2017 by unknown people was due to a land dispute. However, the Government is aware that the deceased was shot dead during a robbery incident by unknown assailants. In what appeared to be a retaliatory attack, Stephen Sigei Cheruiyot, aged 50 years, was shot dead in his house on 15th October, 2017. The two deceased men were of the same social status in their communities and were respected opinion leaders. Investigations into the incidents are ongoing with the aim of bringing the culprits to book. Madam Temporary Speaker, to address the conflict between the two communities, several peace building meetings have been organised and attended by politicians, church leaders, peace committees, together with security officers during which the people were sensitised to enhance peaceful co-existence. Similarly, a security operation comprising of Regular Police, General Service Unit (GSU), Administration Police (APs) and Directorate of Criminal Investigation"
