Mutula Kilonzo Jnr. because “on or before” could mean even now. Generally, this House is committed to finishing this process tomorrow. Unless there is another reason, I do not see a big challenge there. Equally, unless the Senate Majority Leader has a different reason, if talking of tomorrow could help us move forward, I do not see any big problem unless it is something else we do not know."
