    "content": "Mr. Deputy Speaker, Sir, from my experience in the Committee on Finance, Commerce and Budget, we never had public participation on the Cash Disbursement Schedule or even the County Allocation of Revenue Bill. Mr. Deputy Speaker, Sir, from the understanding of the communication from the Cabinet Secretary, there appears to be a discrepancy between the County Revenue Allocation Bill and the Cash Disbursement Schedule, which is simply getting the schedule and amending it. So, we do not need to consult the public because it could be a matter of a two or four being at the wrong place. The secretariat should have made those corrections by now. What the committee needs to do tomorrow is to sit and look at the amendments."
