    "content": "Thank you, Mr. Deputy Speaker, Sir. I also want to caution the Senate Majority Leader that it is not a good idea to make a blanket statement about all the governors. The Governor for Turkana County has opened so many Early Childhood Development Centres (ECD’s) where there were none. He has put up a lot of clinics in different parts of Turkana that were not there. For that reason, you cannot actually say that these people misused the money. Turkana lost Kshs1.3 billion shillings that should have been given to them. That is like taking food from a child who is already hungry and telling them that you have had enough. You are talking about a formula that is not even a formula. It is a biased formula."
