"content": "Thank you, Mr. Deputy Speaker, Sir. I rise to support this Motion. I want to reiterate the words of Sen. Wako and also Sen. Mutula Kilonzo Jnr. that when I looked at the amendments to this Bill I was concerned because it only focuses on issues regarding conditional grants. In fact, I ask myself why we are holding county funds yet we do not even audit conditional grants. The audits that come to us do not include conditional grants. So, it is imperative for the CS, Treasury, to clarify to his officers and seek proper legal advice in terms of disbursing of funds. While doing that, I would like to encourage and beseech all the Senators here to keep an eye."
