    "content": "I rise to support this Motion because in everything planning is very important. Even as we woke up in the morning, we planned what we were going to do and how to do it. Any institution that does not plan, I dare say, shoots itself in the foot. It is therefore important for us to plan our towns. Most of the disasters that have happened in this country have the root cause in poor planning. By planning, we oversee the risks and mitigate them. This is a very important policy. I do not just support it, but I would wish to state that it is long overdue."
