    "content": "Thank you very much, Hon. Temporary Deputy Speaker, for this opportunity. I want to add my voice to this very important Sessional Paper that we are considering today. As a matter of fact, when we got Independence as Kenya, 80 per cent of Kenyan population was living in urban areas. Right now in 2015, over 40 per cent of Kenyans were living in urban areas. In 2030, it is projected that half of Kenyans will be living in urban areas. Seventy per cent of GDP is generated within the urban areas. So, this Sessional Paper and, indeed, an amendment to the Urban and Cities Act is extremely critical. When you are talking about urban areas, it is not just the governance; it is not just the committees that will manage our urban areas, I tend to see the urban areas development plan beyond governance.
