    "content": "spend the amount of money that we spend in both the national Government and county government in compensating private owners when we have to expand our infrastructure such as roads and water. With this policy, we are going to have a better plan on how we will move forward and ensure that future cities… With devolution, we are set to have many future cities that are going to come up. We can therefore decongest Nairobi, Mombasa and see people settling in the newer and more modern cities. I thank Hon. Members and I really look forward to this policy being operational."
