I have a short Communication which relates to submission of names of nominees for appointment to the National Government Constituencies Development Fund (NG-CDF) Committees. Hon. Members, my office is in receipt of three letters from the National Government Constituencies Development Fund Board dated 30th October 2017, 3rd November 2017 and 6th November 2017, forwarding lists of persons proposed to be appointed into various National Government Constituencies Development Fund Committees. The names so far received relate to 178 out of the 290 constituencies. The lists have been forwarded for consideration and approval by the House pursuant to the provisions of Section 43(4) of the National Government Constituencies Development Fund Act (No.30 of 2015) which provides, and I quote: “The names of the persons selected under subsection (3) shall be submitted by the Board to the National Assembly for approval before appointment and gazettement by the Board.” Hon. Members, it is worth noting that paragraph 5(2)(a) of the National Government Constituencies Development Fund Regulations of 2016 provides that a vacancy shall occur in a constituency committee upon commencement of a new Parliament. This, therefore, implies that vacancies occurred in all the 290 National Government Constituencies Development Fund Committees upon commencement of the 12th Parliament on 31st August, 2017. I am aware that the National Government Constituencies Development Fund Board has since notified all Members to commence the process of nomination of persons to serve in the various committees for your respective constituencies, in accordance with the said Act and regulations. I, therefore, encourage all Members to expedite the nominations as requested by the Board for approval by the House. In the meantime, I have allowed the Leader of the Majority Party to give a Notice of Motion in respect of the names submitted so far, for prioritisation by the House Business Committee (HBC) and subsequent consideration by the House.
