    "content": "I am surprised I can hear somebody asking why. Then you need to go back to your Constitution. I also mentioned that it is only after the completion of this exercise, which was supposed to take a few days, that the system was to be fully operational for use. In the meantime, a window was provided to enable Members who had not registered in the biometric system to use the manual register to record their Chamber attendance. Indeed, most Members have since complied and registered in the biometric register. In this regard, I want to remind the following 27 Members to ensure that they comply by having their thumb impressions entered in the biometric register by close of business on Friday, 10th November 2017: 1.
