"content": "Very well. Of course, you may wish to observe that the Constitutional Implementation Oversight Committee is already there in the Constitution and has not died. Therefore, perhaps, this Motion would best be canvassed when the Committees are fully in operation so that it does not become a circus where that Committee, once finally in place, finds itself constrained with regard to the timelines we have given. When I looked at your proposal, it suggests that, that work be completed within 60 days. I do not recall of any efforts in the past in this area that has taken such a short time. Nevertheless, it is your proposal that the Committee reports within 60 days. I do not know whether this House will, indeed, be in a position to compel that Committee and, if, indeed, it is good to travel round the country seeking views. I do not know whether it will be possible to complete that task within 60 days. Of course, the House will be at liberty to debate the Motion and make proposals on what may appear reasonable. Nevertheless, the Motion is before the House. Hon. William Chepkut was to give notice of his Motion. Let us have Hon. Kamket if he is not present. Hon. Kamket, you are a person who has--- Obviously, you know I know you very well. You have been an officer of this institution. It is utterly irresponsible of you to walk into the Chamber without your card. Remember my Communication of yesterday. Soon hereafter, people without cards will never get a chance to speak here. It is good everybody gets that warning in good time, so that they do not come to plead with me here that they have forgotten their cards in some place where they may have been. You are encouraged to carry your card every time; where you sleep and into your offices. Sometimes people forget their cards in various places. So, even where you go to relax in the evenings, please, make sure your card is safe. Hon. Kamket, proceed."
