Speaker, as Members are aware, our colleagues from the National Supper Alliance (NASA), after so many days and months of soul searching, have written to the Speakers of the both Houses requesting the staying of the formation of various Committees and the filling up of the various leadership positions. They said that they will do the final submission of their leadership to the House by the end of the month. Hon. Speaker, based on that, we want to give them an opportunity to put their house in order so that by 29th November, you can have the list of their leadership and we can, together, form the relevant Committees of the House. The reason they have given in their request is that they have several principals, some of whom are not in the country. One of them is in the US, while the other one is in Germany. We pray for Hon. Kalonzo Musyoka's wife to get well so that he comes back by the end of the month, so that NASA can sit as a coalition and decide who becomes their captain in the House and who becomes their whips so that we move together. That is, therefore, a very good indication. Secondly, the Members who are serving their second term remember that the NG-CDF allocation is done in tranches. We approved the Budget in July. By now, close to 50 per cent of the NG-CDF allocations should have reached the respective bank accounts. So far, close to 95 per cent of the Constituency Committees are in place. We will approve the list this afternoon and the relevant Board and the Cabinet Secretary (CS) will gazette it. We expect the CS to release the money by the end of this week or early next week so that Members can have time to implement their projects. They can also decide whether to change what their colleagues had submitted or to do away with it so that they can have time to consult their new NG-CDF Board members. Once we approve the names and they are gazetted, we will ask the Board and the CS to release the funds to those constituencies which have complied with the legal requirements.
