"content": "(a) the Office of the two Clerks of Houses of Parliament provide secretariat in accordance with the Standing Orders; and, (b) the following Members represent the National Assembly in the Joint Select Committee: 1. Hon. Katoo ole Metito, MP – Co-Chairperson. 2. Hon. Jane Kihara, MP. 3. Hon. Jeremiah Kioni, MP. 4. Hon. Daniel Maanzo, MP. 5. Hon. Florence Mutua, MP. Hon. Speaker, you can see the goodwill is already coming from our brothers in NASA. They have given us two Members, Hon. Daniel Maanzo and Hon. Florence Mutua. The history of the East African Legislative Assembly (EALA) is that the previous Assembly ended on 4th June and 90 days from that time, the 11th Parliament was to undertake this process and elect nine Members who would represent the two Houses of Parliament in EALA. I do not want to go into the history of what happened then. Jubilee was supposed to provide five Members and CORD was supposed to provide four Members based on parliamentary strength. Our colleagues then, in the 11th Parliament, decided not to play by the rules which say that 27 names were to be brought to the House for Members to elect nine persons. Our colleagues refused. They said that the rules do not say that and that they would bring four names and all the four must be elected. Some of us felt that was like rubber-stamping and turning Members into a conveyor belt. Members must make a choice and that is why we brought back Hon. Katoo ole Metito. In the previous Joint Committee, he was a Member and Co- Chair. The rest of the other Members did not make it back to this House. God is great because of the numbers the Jubilee Party has. Remember this will be based on parliamentary parties’ strength in the House. I want to go on record that only three parties are parliamentary parties as per the Standing Orders and the Constitution. For you to be a parliamentary party, you must secure five per cent of the numbers in the House. I want to be on record that only Jubilee, the Orange Democratic Movement (ODM) and the Wiper Democratic Movement are parliamentary parties.
