    "content": "Thank you, Hon. Speaker. I stand to support this Motion. Ordinarily, it would not be really nice to speak, being one of the Members proposed to be in the Committee as the co-chair. When we started our sitting this afternoon, I heard my good friend, the Member for Kikuyu, talking about our good neighbour, the Republic of Tanzania auctioning some cattle. Since they are from my constituency, this is the right Motion to explain a bit about it. Let me just say that I was the co-chair of a similar Motion in the 11th Parliament. I am happy because as the 11th Parliament, we were able to clear some obstacles that made it impossible for the 11th Parliament to pass those names. One of them was the rules. There was some lacuna in the clarity of rules on whether you are supposed to present as a party, the exact number that is allocated to you or you are supposed to present up to a maximum of three Members. The 11th Parliament, in its own wisdom, cleared that. It is now clear that each party will submit three times the names or the slots they are allocated so that one will not be an issue again. What will remain for this House to do or determine is through voting. It is good that we give Kenyans a fair platform to apply and try their luck otherwise if we start by saying that we have only two slots for other Kenyans because two are already predetermined, the public out there will question why they should apply when it is already decided. We should do it with caution. The establishment of the East African Community (EAC) was meant to strengthen ties between these partner states. We are even now enlarging.
