    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I wish to support this Motion because this is a very important institution that we are trying to establish. We are a democratic society and in such a society, while the individual liberties are very important, we need to be organized. In the political set up, a political party is one of those institutions that organizes political aspirations so that the country can be run better. We know that in this country, political parties did not mean much until today when some of these institutions are being put in place. There have been a lot of interference in the activities of political parties by the Executive in order to undermine the activities of what was perceived to be their competitors and disorganise them completely, and in the process undermine the democratic process. Some of these institutions that are being put in place will enhance democratic culture because, as the Chairman, Mr. Namwamba has said, it will reduce the cost of resolving disputes and encourage democracy.
