    "content": "This is a new format and the new Members should take note. It is as a result of the work of the 11th Parliament which amended and created the National Government Constituencies Development Act, 2016. Basically, this is the procedure. The members we are approving this afternoon represent various shades in our constituencies. They represent people living with disability, our constituency offices and both genders. It is now a function of the House. It shows transparency and accountability because these are the men and women who run our National Government Constituencies Development Fund (NG-CDF). It is good we put the record straight that Members of Parliament have no role in the management of these resources. If you look at the Act, it stipulates our work as overseeing. One of the functions of a Member of Parliament, apart from representation and legislation, is oversight. We are overseeing. There are busy bodies out there who misuse the corridors of justice saying MPs run the Fund. There is nowhere in the trail of the management of the NG-CDF an MP comes in. Our function is that of policy. If the management decides to build a school at point “x”, we make sure that the school is built."
