    "content": "Thank you, Hon. Speaker. The work that the NG-CDF committees have done country-wide need not be emphasised. The importance of NG-CDF in the development of our country is obvious and everybody can see what it has done. It is therefore very important that we approve these committees that have been presented to us because they will ensure that the works will be done in a transparent way. I know there are some constituencies which need to improve on how they implement their NG-CDF projects. I was shocked the other day when I went through the papers and saw students sitting for Kenya Certificate for Primary Education (KCPE) in a classroom whose walls were damaged. Without casting aspersion on anybody, I wondered what the NG-CDF in that particular constituency does. If there is, what does it do? The classroom was constructed with mud. It did not require a lot of money, even if they were not ready to build a new classroom, to go out there and make more mud to repair those walls. Those pupils sat for KCPE in a very uncomfortable and cold environment during this rainy season. I know that could be a peculiar case. I know the NG-CDF has done a lot of work. I am, therefore, hoping that these Committee members who have been included in this list are people who are creative, development-minded and people who are going to make sure that NG-CDF brings development that is tangible and evident. It will make our people know that NG-CDF is helpful to them. We also know that it has done a lot of work in giving bursaries for children from poor families to afford education. It is very important that we pass this so that as soon as this is done, they are gazetted and NG-CDF can go back to work. With those few remarks, I second."
