    "content": "Procedurally, the CEO of the NGCDF upon following the law, submits this list to the Clerk of the National Assembly for onward tabling and debate. In my honest opinion, with your guidance, a Member of Parliament cannot amend this list. Amendment can only take place at the Board. Even how this membership is elected is stipulated in law. There are specific elections that took place. So, Hon. Omulele, you have to live with this. We will pass this list. When you sort out your list, it can come back and we will approve it. These are 287 constituencies. In fact, it is an indictment on your fund manager, Deputy County Commissioner and CEO of the board to send a name to this House of a dead person. If I look at this list that is sent to the Clerk and based on the law, I cannot alter it. Even today, I cannot alter an election that took place in Garissa Township or any other constituency.
