    "content": "Thank you, Hon. Temporary Deputy Speaker. The marketing is very crucial to us that we do not just want to involve ourselves and then we do not have a place where we can take that product. Value addition for the product will go a long way in trying to attain Vision 2030. There is also the mobilisation of resources. This is a sector that requires huge amounts of resources for it to attain its objectives. So we need mobilisation of resources from our international partners and the local investors who can assist the Government to attain Vision 2030, in terms of mining and creation of wealth for this country. This policy will also provide for a framework of harmonising legislation relating to mining, health, occupational safety and environment. Much as we go around the aspect of mining different types of minerals, it is also important for us to ensure that the safety aspect of the miners is taken into consideration, the environmental issues are also taken care of, and of course the health aspect of the miners is also taken into consideration. This policy will also provide for a framework of gender mainstreaming. We are talking about mobilisation of resources for huge quantities of different mining regions, but at the same time we do not want to forget those local miners somewhere down in the western part of this country where they mine gold. We would want to provide some resources to these small-scale miners so that they are able to earn a living and attain the greater goal of economic development. This policy also provides for a framework to promote and facilitate local participation and investment in mining ventures.
