    "content": "investors, or people coming from outside this country. Of course when they do business, most of the profits will be taken away. Therefore, the participation of the locals who will invest in the mining venture will go a long way to promote the local resources. Under the Mining Act, we have already passed the percentages as to how much we get at the county level. If a mine has been identified in a certain area, there is a certain percentage that will go to that county to become a revenue base for that county in order to develop. However, it has had some issues but we are happy that so far whatever the percentage that has been given is actually being remitted to the respective counties. More importantly, is the provision of a framework of equitable sharing of that mineral benefit between the national Government and the county governments. Hon. Temporary Deputy Speaker, we had a problem. The issue of percentages was addressed in the 11th Parliament. Mining of oil in Turkana County became a huge factor. Going by the percentage given to that county, other counties would not have benefited from that national revenue collection and manage to send that money. So, it is important that and particularly for the governors, that if a certain mineral has been discovered in your county, please, allow the whole country to share it. If we leave that county to be the sole beneficiary of that mining in terms of revenue and whatever will be got out of that, then that important factor where the Constitution says that 15 per cent which will be sent to the county government--- The Jubilee Government has tried to send almost an upward of 35 per cent, but this would go a long way to try and improve its revenue. I remember as the Member for Nakuru Town East which is under Nakuru County, when we were trying to identify what a mineral is one of the aspects that was forgotten was geothermal power. In this Parliament we need to look at that critically, that Nakuru County has not been benefiting from geothermal power, a very rich product that is going to transform this country. With those remarks, I second the Motion."
