"content": "Thank you, Hon. Temporary Deputy Speaker for the opportunity to speak to this very valuable topic. I stand to support the Adoption of Sessional Paper No.7 of 2016 on the Mining and Minerals Policy, laid before this House. The mining industry has been quite disorganised in this country. We do not even know what we have because exploration is done haphazardly and there is no systematic way of mining because we do not have a guiding policy. We need to know exactly what we have and map out those potential areas of mining possibly through a policy. Also, there has not been a structured approach towards exploration in this country. Several Members have spoken in this House on how the actual owners of those areas where minerals are found could benefit. So, we need a structured way of doing things and an anchorage on law although we have a Mining Act which is not anchored in any policy. This policy comes in to support the Act as it were and, therefore, guides in the exploration of the industry as it were. It is important to have this policy because we need to explore the options for investments. We need to encourage private and public partnership investments. Private investors do not invest in things that are not very clear.
