We would like to use every resource to transform this country. Mining is one of the industries we need to explore so that we may understand what kind of resources lie underneath. You can use these resources to develop our country. We have reached a point where we need to grow the country and, therefore, we need all the resources. The other issue that is important is the appropriate apportionment of value for the minerals that we have. Without a guiding policy, it may not be possible to apportion value and people may not know what they have. As a country, we need to understand exactly what we have in different parts of this country and apportion value accordingly for communities to benefit and therefore resolve conflicts. In most cases you would realise that people complain because they care. Conflicts arise because people care. People feel denied when they have some minerals which do not help them. Without a guiding policy, it is not possible for people to know and, therefore, miners and explorers would just go to the ground and start doing their work without engaging the people appropriately. Therefore, if we have policies and procedures guiding on how people can get engaged, then we shall resolve conflicts before they arise. Hon. Temporary Deputy Speaker, the process of licensing of miners has been very complicated. There have not been proper guidelines. Therefore, this particular policy will support in that direction as well. We also need support from Exchequer. We need to support this exploration and the only way we can do it is by having a policy.
