"content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Motion on adoption of Sessional Paper No.7 of 2016 on the Mining and Minerals Policy. Hon. Temporary Deputy Speaker, I support this Policy because mining is one of the unexploited resources of this country whereby we do not know what lies underneath our land. We do not have the expertise as stipulated in this policy and guidelines on how the people who live in those areas where these products are got from the ground would benefit. Even if we look at the structures of our ministries in the Government, the mining industry is taken quite lightly and it has got very few personnel and experts. This policy has stipulated very well that we need to have experts who would be manning the ministry and also who would see that the country benefits from the same. As a foreign exchange earner, minerals, if well exploited, will mitigate or supplement what we earn from tea, coffee and other crops that we export knowing very well that our country is said to be an agricultural country. However, of late, if we look at the recent happenings, we can attest to the fact that we are also a strong nation which has got a lot of mineral reserves underground, but we have managed to exploit them. In the short run, we would be the main producers of oil in Africa or in the world, if you look at what we have in Turkana. It has taken time because our policies have not been in place. We have just been having a ministry in place which was just like a toothless dog with very little resources with no equipment to do the exploration."
