If we get titanium and other products, we need to have the resources, expertise and machinery so that we can add value to it. That will bolster our foreign exchange earnings. We need to have the correct implements. Therefore, in our budgets, in accordance with this policy, we need to cater for all these and ensure that once a certain process has started, it is completed."
