Now that we have this policy, we expect investors to go to any part of this country to invest in minerals because by doing so, they will create jobs for the people in that area, and the economy will improve. There are many minerals in this country. It is only that we have not exploited them to the level that is expected of a second world country. We have so many minerals in Turkana County such that if this policy is put to practice, the people of Turkana will improve their livelihoods as jobs will be created in that area, leading to improvement of its economy. We must also consider the host communities, or the people whose land has mineral deposits. I oppose what Hon. Wachira said while referring to the oil found in Turkana County. He talked about a 15 per cent oil revenue allocation to the county government and 5 per cent allocation to the community. We are not against sharing our resources with other Kenyans. We are saying that the formula that was given here is not acceptable. As Members of Parliament, we agreed on 20 per cent for the county government and 10 per cent for the local community. We did this after much lobbying and consulting. We are saying that the host community must be given a share because God has given minerals to certain areas inhabited by the Turkana and Maasai communities so that those people can improve their lives. When we talk about host communities, we talk about infrastructure, schools and development. I went to Nigeria and visited one of the areas where oil is drilled. The community that lives there is the poorest in Nigeria yet oil is drilled from there. That is why we do not want to repeat that kind of a mistake. We want the host communities to be given a particular percentage of the revenue so that they can improve their livelihoods. The national Government and the county governments must empower the locals by giving loans or grants so that they can invest in mining. It is not good for us to wait for foreigners to come and invest here when the national Government or the county governments can give loans to the locals so that they can do the mining business themselves. It makes no sense for us to have a resource within us and fail to benefit from it. We want to encourage the Government to empower the locals so that they can get finance to engage in the business. This policy has addressed the issue of miners. Some of the miners die like dogs in the process of mining and that is why we want them to have an insurance cover. When they die, the companies involved should be tasked to compensate their next of kin. You saw what happened in Meru. The miners there died like dogs. We want this policy to address the issue of insurance cover for all the miners."
