    "content": "under the governorship of His Excellency Hassan Ali Joho and who is famously known as the ‘Sultan’. Kisauni is known for many good and bad things. I only want to mention the few bad things which are currently happening in Kisauni. It is known for drug abuse. I think in the whole of Kenya today, Kisauni is the leading constituency in terms of drug abuse. We have the largest drug den there in an area known as Magodoroni which has been highlighted in many of the forums but that will be discussed at some point, maybe when I bring a Motion to have this matter discussed to its full and logical conclusion. This is because we have youth who are actually ending up as zombies in my constituency. Another major issue we have is unemployment. If you traverse Kisauni today, you will meet more than 2,000 to 3,000 youth on the road hoping to maybe become touts for hours because that is their main source of income and they call it kupewa squad. Sorry for using that word, but you have to get a squad, which is doing a five minutes trip and bringing the matatu back to the driver. Kisauni is also known because of the issue of squatters. I think it is the leading constituency in the country with the highest number of squatters. We have a lot of land in Kisauni which is owned by the private sector, but at the end of the day you may wake up in the morning and find your own land to which you have a title deed being invaded by squatters. This has been going on for ages and it is a matter which will require some attention from this House and the relevant authorities. Coming back to the matter of the day, on the adoption of Session No.7 of 2016 on the Mining and Minerals Policy, I wish to support it for many reasons. I am a Member of Parliament for Kisauni Constituency in the Coast Province, which has six counties blessed with a lot of minerals. I think the famous one is titanium which is extracted from Kwale County. The mapping has been done in various counties in that region and we know what lies underneath. However, there has been exploitation of the indigenous people of these counties and this is really wanting. I am very confident that this policy will be the solution to most of these issues which have been there historically. We are looking at the future with a lot of promise and hope that our people will not end up being exploited again. If you look at Voi, in Taita Taveta County, it is one of the richest counties in terms of minerals which are extracted in Taita Taveta. However, the minerals have become a curse to the indigenous people of Taita Taveta."
