"content": "Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion on Sessional Paper No.7 on the Mining and Minerals Policy. Where I come from, Mwingi Central Constituency, ever since I was born, I have been hearing that our land is full of coal underneath and looking at the way the years are moving, I may die before that coal is mined. That is why I rise to support this Sessional Paper. Similarly, there has been a lot of sand harvesting in my constituency. A lot of the sand that is used to build high rise buildings in Nairobi comes from my constituency and your constituency, Hon. Temporary Deputy Speaker. Therefore, I wish, in formulating the legal framework under this policy, sand would be included as a mineral so that our community can benefit. Further, when we are mining minerals, I think there is something that is neglected and that is the environmental impact assessment. That is what the previous speaker was talking about. She said they go and dig those minerals and they leave those escarpments and holes unattended. Therefore, there must be proper environmental impact assessment to know what is going to happen after the minerals are taken away to wherever they are going to go.
