Senators, as you are aware, Article 215 of the Constitution establishes the Commission on Revenue Allocation (CRA) with the mandate to, among others; a) make recommendations concerning the basis of the equitable sharing of revenue raised by the national Government between the national and county governments and among the county governments; b) make recommendations on other matters concerning the financing of and financial management by the county governments as required by the Constitution and national legislation; c) determine, publish and regularly review a policy in which it sets out the criteria by which to identify the marginalized areas for purposes of allocation of the Equalisation Fund under Article 204 (2) of the Constitution. The activities of the CRA are vital to the implementation of the constitutional mandate of the Senate as set out in Article 96 of the Constitution and there is, therefore, need for the two institutions to continuously engage in the discharge of our respective mandates and functions. Senators may also recall that during the induction workshop for Senators held at Naivasha in September, 2017, it was resolved that regular consultative meetings between the Senate and the CRA are necessary for the effective and efficient implementation of devolution.
