"content": " Mr. Speaker, Sir, what the Senator requires is segregation between what the counties have done and what the national Government has done. Only four counties have reported in the statement. It would have been important also to know which counties are those. That is an important follow up. The key question because we are here to represent counties is; what are the other 43 counties doing? Is it that they are following the law? Sen. Sakaja made it clear that many of them think that it is beautiful aspirations and not mandatory requirements of the law. Therefore, what can we do to ensure that it is mandatory requirements of the law? Together with the questions that were raised, that should be follow up through the Committee for a comprehensive answer. In fact, counties must be made to provide the reports in the same way they provide the other reports on auditing but through the relevant institutions as the Constitution require. The law requires that the Public Procurement Review Board should give us the report we require. I agree that the question be transmitted to the Committee for follow up."
