One, that I was reading a statement as written and as lawyers - and I totally agree with my learned senior – a criminal is only a person so declared by a court of law. A more sanitised language is suspected persons who are suspected to have performed certain acts of hooliganism or crime. Two, you cannot do justice to the question of killing of many Kenyans as you have seen by only a statement that is requested and written and brought here.
