    "content": ": Part of the problem of managing drought in this country is because it has turned into a lucrative business everywhere. We have had experiments with programmes called Arid Lands, Special Programmes and all manner of descriptions, but the bottom line is that food and water for people in disadvantaged parts of the country is big business for public servants. That is why even as they talk of northern Kenya being a difficult terrain, District Commissioners and District Officers fight to be posted to those areas, not to go and serve the people, but make money.
