    "content": " For the benefit of Members, I will read Standing Order No. 73 (1) which provides that: “Voting on a matter other that a Bill: When the Senate is to vote on any matter other than a Bill, the Speaker shall rule on whether the matter affects or does not affect counties” I hereby make a determination that the matter does not affect counties. Therefore, I will call upon the Senators to take a voice vote."
