    "content": "The County Allocation Act, 2017 reflects that the total conditional grants from development partners, in particular the World Bank to supplement financing of health facilities, Kenya Devolution Support Programme from the World Bank and the World Bank loan for transforming Health Systems for Universal Care Project, World Bank loan for National Agricultural Inclusive Growth Project, Danish International Development Agency (DANIDA) grant for Universal Healthcare Development Systems Programme, European Union (EU) grant for devolution advice and support and other loans and grants amount to Kshs16,407,826,139. The conditional loans and grants should have been in tandem with the amount stipulated as conditional allocation from loans and grants in the Division of Revenue Act, 2017."
