    "content": "Senate had no capacity to allocate monies to any institution that will not have passed through this House. That is the import of it. It is the Constitution. So, when any of us sitting in this House thinks that we can use the Constitution on the right hand and reject it on the left hand, is wrong. That is principally even on those appointments. We say we bite and live by the Constitution, and then I think the constitutional order is good all the time. We use it when we think and feel that we can use it and get away with it."
