    "content": "Looking at Uhuru Highway, I wonder whether there is any room for expansion. In as much as the Motion is very good the aspect of its practicability in terms of implementation is a challenge. Article 118 of the Constitution talks about public participation. This is also in line with our Standing Orders which state that before such a Motion comes to the House it should be subjected to the relevant Committee. Unfortunately, we do not have committees which can look at Motions before they come here. Such Motions are supposed to go through the relevant Committee so that Parliament does not waste time on Motions which cannot be implemented."
