    "content": "Thank you very much, Hon. Deputy Speaker for giving me this opportunity so that I make it clear that I oppose this Motion. I oppose it because we live in a country in which whenever we have a problem, we want to make massive investments to solve it. The problem we have in this country is not that the emergency vehicles lack a road to pass. Today if a Cabinet Secretary (CS) wants to get to Mombasa Road to his girlfriend, the police will clear traffic and he will get there within the shortest time possible."
