    "content": "Thank you. I am saying that visibility by those providing emergency services at times is not enough. Hence the need to upscale, make it uniform and ensure that lives are not lost as a result of obstruction of emergency vehicles. We must propose harsh penalties to discourage such habits because this is what is happening in Kenya today. I will advise the Mover of the Motion to ensure that we propose harsh penalties for individuals trying or willing to obstruct emergency vehicles."
