The politician, for instance, the governor, will decide to put services where there is a bigger population and forget about these people who are living in this corner. They will just promise to upgrade their slums in future and tell the national Government to take care for them if they intend to. How do you ensure that it is a matter of right that those people are given services and their environment is clean for the purposes of human habitation?
