    "content": "I think the seriousness of the matter has been stressed adequately but the delay is not only for the 2017/2018 Financial Year but also the 2016/2017. This is totally unacceptable because even road works have stopped. Since Hon. Nyamai is now sitting for the leadership, on the Government side there is also an element which has not been said concerning the oversight committee which is in the structure and in law but has not been seriously operationalised. The guidelines do not indicate clearly when it should meet and what it should operate on. I think this time we need guidelines on the oversight committee of the NG-CDF. Thank you, Hon.
