    "content": "Mr. Speaker, Sir, my Ministry is aware of the problem. That is one of the major challenges we are dealing with. However, this is not something which can be dealt with in a week’s time or in a few months’ time. We have put in place infrastructure to ensure that when we implement the master-strategy, which we are still attempting to implement, because of lack of adequate funding--- As I mentioned here, what we presented to the Government was a Kshs33 trillion budget, and we were given Kshs3 billion. Under those circumstances, we are implementing what is possible within that budget, but everything is on course. If you read Nairobi Metro 2030 Strategy, you will see that we have a very elaborate transport system that we intend to put in place. That is why you see us working very closely with other line Ministries, to ensure that they implement whatever strategies they have in their Ministries according to the master-strategy we have for Nairobi Metropolis."
